The question of who should, and who should not be allowed to own land has two main questions and answers.

   Question       :-1

Should non-South Africans be allowed to own land in South Africa?

   Question       :-2

How does this reflect off the apartheid land ownership issue?

   Answer           :-1

Non-South Africans should be allowed to own South African land, so long as South Africans can just as easily own land in that person's country.
   Answer           :-2

90% of South Africa is empty.

There is 10 times as much land available as people to fill it.

Education is the key to utilizing that land meaninfully. The WWW is the keyhole that opens the know-how.

Never before has so much information, been so easily available, to so many, so cheaply.

Mass rollout of Internet cafés, subsidised by taxes will make available the means to equip people with the latest technology to develop land.

One person can teach ten. Ten can teach a hundred. A hundred can teach a thousand.

The best way to develop land is just to make it pretty. Pumping billions of oodle into Botanical gardens is an investment that can never lose for South Africa as a whole, and especially for the future generations. Botanical gardens are a labour intensive way of employing people with a result that is something the world needs most:

Africa, The Living Eden.
