| Problem: Lottery is a colossal waste of human energy. Yet people love it. It gives hope to the hopeless. Solution: Issue a lottery ticket each time a person pays an electricity bill, or each time they pay tax, or some other requirement like getting a valid drivers licence. Or any other problematic bill. Then even people with faith in their own ingenuity have an opportunity to win big. Logically, if you have skills and ability, you will consider a lottery to be beneath you. Thus only those lacking in imagination win big in most cases. Thus lotteries, as they stand, favor the fools. Never allow lottery tickets to be sold for no valid social reason.
